Hello, the manga is still actually on bilibili. But it seems you can only access it right now through the chinese bilibili manga app (apk file for people outside China you can get from https://manga.bilibili.com) and the author has provided a link on their weibo：
If you have access to the chinese bilibili comic app, this link will open to this comic inside the app. I was able to access chapter 23 that way. Once you bookmark it, you can easily access it through the app later.
